They are not gnomes (those are from a different breed and role) but smånisser/småtomter/småfolk, they are part of very old Nordic traditions which people took very serious even today: you couldn't build in ceirtain places because the småfolk lives there
This is the case. My mother told me with great conviction how, as a child, she sometimes saw them where she lived with her family deep in the forests of Värmland. They could cause a lot of mischief if you didn't put out food for them.
