I thought that this was about police and how there's been a lot of people who are starting to not trust them because of all the wrong they did and how a lot of them claim to be good but do terrible things. I thought it was the case since they talk about patches that say the men know how to use their guns,how they always travel in pairs,how they ask what the singer sees like interviewing someone at the scene of a crime or something like that,and just knowing he has the singer under his power. Maybe it's just because of 2020 maybe not but this was my interpretation of the lyrics.
