You are accostumed to that very convulsed harmonic rhythm of the early and mid baroque. If you study History of Music you know that Vivaldi and many other composers of his time and place (in casu, Italy), you should know he is more closer to galant music than to baroque one. A distinctive feature of galant music is its low harmonic rhythm if compared to that of baroque one. In galant music is often found one or two chords per bar. The bass line is simpler because the top line is the target. Italian galant music is totally related to "partimento" and its schemata, stock patterns that composers used to compose music fastly. These stock patterns often carried a very light and slow harmonic rhythm. Other composers with such style was Leo, Caffaro, Porpora, Corelli, Feo, Anna Bon, Scarlatti.
Did you know that the 3rd movement of this piece was used for the Microsoft Windows photos slideshow music, and the music was called Vivaldi Concerto, and I had no idea which piece it was, until I came across the 3rd movement of RV 158.

SO FREAKING SICK . I love Vivaldi. Someone who loves classical music, rap and heavy metal, vivaldi is my #1, in terms of lighting up my spirits. I attended a performance once, front row, as vivaldi himself. It was incredible! They performed Vivaldi's Gloria
I do think the later version is the more polished composition, everything is balanced well and the harmonic progressions are perfect. But the earlier one does have its charm, it feels like an earlier work, before Vivaldi streamlined and tightened it up. The 3rd mov is thd kost intetesting. It is indeed much more fremch in its earlier version, but it still lacks the lyrical beauty of the later version. And the 4th mov. Is just a fantastuc energised bop in its later version.
Bit of a masterpiece this one. It has everything, it's a big concerto grosso for double chor, plenty of antiphonal echo effects, harmonic sequences, relentless rhythms, and then a final contrapuntal coda for everyone.
