It is very useful in geometry, in case you want to divide a circle into 8 Equal Parts, which also explain how to draw 90 Degree and 45 Degree Angle Using compass.
Well, yes there is, but it is an approximate method not exact method, so it is not 100% accurate. BTW, the method in this video is approximate as well, because there is no exact method to divide a circle into 18 parts. but still you should not notice the error if your drawings is accurate, as the error is too small.
Please tell me, where did you find these methods of using the arcs? I am new to geometry and can't find ANY resourxes about these approximate constructions But i love them so much!!

you should get 19.9428, the method is approximate but this is the exact number in case there is no error. if you are using a computer or CAD software then you should get exactly this angle (19.9428) if not then please check the steps in the video, and make sure you follow it exactly
