Classic Legends mentioned why they reduced power during the Press release bro, The goal was not to make this bike about it's horse power and give the Jawa 350 a relaxed nature because it is a retro classic. Now the bike is very city friendly and easy to ride. This state of engine tune however is only for the Jawa 350, the other Jawas won't have this power reduction.

It strikes a balance between performance and comfort, making it a reliable companion for both short trips and extended tours. I can easily cruise on long trips 130 km all day with sufficent amount of power left for overtaking. And i have done trips to germany alps with bigger companions sv650,moto morini 650 and few bigger engines. I can very easily cope up with them because of its versatile nature and linear torquey smooth engine.
