I grew up in sawmills. (well got older anyway) Any sawmill has very little waste. The most efficient mills use almost everything that comes from the production of lumber making processes. They will burn the bark & larger pieces of scrap to make steam, (for use in the production or to generate electricity) the small pieces will be used in making particle board, a lot of sawdust will be used in making OSB. Sawdust can be used as sound deadening materials as well.

I did repair work at Merit plywood mill ( It's not there anymore ) I build and install blowers and some piping for sawdust even back then in the 80s was automated not to many people working but lot of plywood LOL
before that i saw a film how plywood is made in Pakistan. No fancy machines,no aircondition. No painting, nicely packed into paper. Though the result is the same. Only the price is a fraction...
