Homelander is considerably weaker than Superman. Even in the context of his own series he struggled against Soldier Boy and (powered up) Butcher. As opposed to Superman who actively fought the whole Justice League at the same time and was winning. Superman is Solar System level, and if we’re talking comics, arguably universal at full power. Homelander is planetary at best.
