This happened to me in a city with 80k. In the end i turned on Anarchy and bulldozed everything that was on fire to stop the spread. Then this triggered the homeless bug and I struggled to recover.

Yes, I'm just playing a game, not planning actual cities. If adding a lane solves an issue by exploiting some part of the simualtion then that's going to be the solution, even if it's not ideal in the real world or would be ugly.
Curious as to why you made the pedestrian bridges so high. Makes the ramps need to be really long to have a sensible grade. When you see how much clearance you have over trucks it is a bit silly.
For the new triangle with all the bridges, I see nothing wrong with making another triangle system under the bridges to be able to use the land. Put a lot of tall buildings next to the elevated roads to emphasize triangles.
