Yeah this looks about right. I volunteer at the Monterey Bay Aquarium and I can tell you that the puffins LOVE the attention from the visitors. Every time I'm there they come right up to the glass to check you out and follow you!
Are you sure this isn't in Tenerife Loro Park? I saw the exact same puffin there, in the exact same tank, doing this exact same thing. Maybe all couped up puffins do this?

He said the puffin likely thought that she had food, not that she was food. I believe the hypothesis being that they are fed by humans at the aquarium.
