Let's say allegedly if someone makes a small company (textiles or food) and make it's believeable then the company can sponsor an immigrant from another country for a work visa?

Can I get an interpretation of mine? In the block to the right of my name it says: Notice Type: Approval Notice Valid MM/DD/YYYY to MM/DD/YYYY. In the body of the message below it says "please contact consulate about issuance of VISA. However, no consulate is listed. So, my fiancé went to the local consulate and she was told the consulate doesn't handle VISA. Instead, she must travel to the Embassy in another city several hundreds of miles away. It's just like the government to be vague.
