It's a krueger flap, that means a leading edge flap. A slat is a different thing

A slat leaves a slot between the slat and the wing that allows air to flow through it and energize the air flowing over the wing. A leading edge flap (ie: a Kruger flap) extends the leading edge but is sealed against the wing and has no slot.
