Dragoon can't exist with Verte Anaconda in the game, though admittedly Verte is a problem enabler just like Halq and probably deserves a ban for our peace of mind and so Konami doesn't have to worry about him when making good fusion decks. Even without Verte, Dragoon is easy to summon through Red-Eyes Fusion (which is searchable), does just about everything you'd want him to do, and crucially isn't the only card on your board. People have already mentioned Branded to summon him while avoiding REF restrictions, but even just using REF and handtraps/backrow is a challenge. Anti-Spell Fragrance and Solemn Judgment are cards that exist, and it's not like you don't have other cards in your hand beside a way to fuse Dragoon and a discard for the negate. Even the discard might well plus you in some way. Just draw the out, as well as the out for your opponents out to your Dragoon out.
