hi!! it can depend on what you're punning, but also how much you're putting. because if you add something as much as half of your batter into the batter, it can definitely weight it down. also if, say, you've mixed the batter with bananas too much, and created something as mashed banana batter, it can also be a bit denser, therefore won't rise as much. but, you should definitely check your baking powder and baking soda. if it's old, or have been opened for too long or even just a bad brand, that all can affect the rising process. hope this helps!! <3
