10:58 Considering we see a human descendant of Pepe le Pew in Season 2 and given Pepe's usual antics, this actually does make some sense. Maybe in Loonatics Unleashed, Pepe getting cancelled was a black mark on all the Looney Tunes' reputations.

Replacing Weather Vane with Black Velvet would be a good call, it’s weird to me that out of the 4 returning villains in the original Acmegeddon, none of them were victims of the meteor strike. Plus, ngl, Black Velvet kinda cute
My favorite scene in this episode was the 2 superpowered birds, Duck and Rev being to escape 3 of the toughest villains who (early on) managed to effortlessly defeat 4 of the Loonatics alongside Sypher, it really shows how powerful their evasive powers are.
Also Duck in this episode has been surprisingly competent, able to fend for himself against dangerous robots and cleverly escaping the villain's prison just by being his annoying, sassy self.
It is WEIRD in hindsight that the comet episode came before the introduction of characters like Massive and Sypher, who were pretty recurring villains.
Well, "recurring" is more of a stretch. As much of the Loonatics "Rogues Gallery" reappearances are either reduced to cameos or are working with other villains such as the season 1's two-part finale or in season 2 "The Hunter".
3:02: I noticed another animation error since you mentioned the one with Tech later on. Rev lost his powers with Ace, yet in this scene, his eyes aren't discolored, only Ace's are. Someone must've forgotten about that.
Least the show could execute these well worn tropes interestingly like how they defeated the power leach, along with the gravity and weather manipulator villains characters. Not right guys?
It was a “Massive” honor making a guest voice cameo at 1:08-1:11😉 But seriously, Massive is my favorite out of all the one-off villains from the first season of Loonatics. And the fact that he was voiced by the late and great Michael Clarke Duncan makes him even better. He deserves more love and attention in my opinion.
Sypher (played by Phil LaMarr) is actually my favorite villain. I love his brash and cocky personality (pretty much an evil Danger Duck) and how he "siphoned" other peoples' skills and powers into his own, making stronger and harder to beat with his only weakness being his ego and other people touching him to receive their abilities, making him even more of a challenge. It literally took for Duck blinding him for the heroes to get their powers back from him by force.
Also pretty original! Usually when superheroes deal with power stealing villains, they exploit knowledge about their own powers, the villain steals their weaknesses too, overfeed them, ect.
10:13 I mean, it's a nice change of pace. It's not like in "Static Shock" where virtually every single villain (With very rare exceptions) in the show is a "Bang Baby" or are somehow connected to the Big Bang incident.

Tbh, many media IP's that didn't lend themselves to videogames would have done better as some sort of reading CD-i than shoehorned into yet another platformer at the time. With WB's ridiculous restrictions on Superman, a newspaper investigation plus fighting balancing Clark Kent with The Man of Steel would have been interesting.
My only thing I'm gonna offer here is in regards to Chuck Jones. There's a good chance he never said that about Tiny Toons, and it's mostly due to the source of the claim. And that source was an ex employee and ardent stan of Spumco co-founder and sex pest asshole John K, who was notably fired from both Ren and Stimpy and Tiny Toons for exactly what you'd expect.
