Use a small piece of tape on back of napkin and it will peel paper backing right off.

get 2 pieces of blue tack on your. thumb and forefinger and that will seperate the layers of the napkin very well

One trick I used to separate the napkins was to use a piece of regular tape or washi tape one of the layers. Just apply it to a corner and lift off. It starts the process easily and you can just slip your hand it and peel away the layer.
