Brother both are different. Nuclear subs, like this one, are strategic weapons, hence come directly under PMO. Meaning these projects don't have to go through various levels of bureaucracy and fundings are sure-shot. Also the funding doesn't come from military budget. However, conventional subs are under Ministry of Defence, so you get what happens there.

Nuclear Submarines are of Two types.........SSBNs which carries Ballistic Missiles and SSNs which carries Nuclear Tipped Torpedoes like Poseidon and Cruise Missiles like P 800 Onix based on Brahmos, Kaliber Cruise Missiles and Tomahawks.
