Ubisoft has this weird fixation with slow-motion. And it's executed poorly most of the times. I can see parallels with watch dogs legion's strange slowmo
I don't believe you need the DLC for this specific ring. The Zero Divide and this were added when the DLC released, but you can get the Zero Divide in base game.
