I think you could sort them by smogon tiers, that would indicate the strength more

The thing is that smog on tiers (beside s Ubers and LC) are based on how much the Pokémon are used, for an example, galvantula is a really fast webber with 101% accurate thunder wave and 91% thunder (thanks to compound eyes), it’s in RU tho even tho it’s neutral hits can one-shot. And what about legendaries like articuno, who is un tiered, even tho it has good special defence and great support utility. Unless we are talking Ubers, tiers usually don’t indicate strength, just have much times said Pokémon is used.
