Over the next 50 years (the length of the lease), the toll collected belongs to them. It is expected that over that time, they would have recouped their money, plus profits. We, Jamaicans, have up a lot of things for this highway. Those are the real natural resources, not money, which future generations will need. Development is absolutely necessary but control and foresight. China has major big issues; over population, unbalanced development and chronic pollution. They invest abroad for various exchanges, gain natural resources and fixed capitol. At the rate of global development, the Earth will not be able to sustain itself. Natural resources in poorer countries is being gobbled up for the future's resource scarce world.... It remains to be seem how less resource rich nations will cope when they real resources, not printed money, is gone. This isn't limited to China; India is another country which has major problems

Highly irregular if one is to be in control of one's expenses... Also an incovenience. I need not go any further on that subject. Of course the tolls will eventually be regulated, however from past experience I have not seen reductions, rather the opposite. Increase in the cost of ( living for example... ) most things which depend on supply and demand.
