It only worked because all the opposition party and Muslim community joined together to pin Narendra Modi and started propaganda war (Mainstream media was under the control of congress party and communist party mainly. They started printing every day and Muslims started hating Hindus as a result. This hate was useful for BJP and Modi chose not to pay attention to the propaganda, he tried not to prove he is right or wrong. Modi simply invested all his time in synthesizing effective ruling and development Vajpayee was a good ruler, but good ruling does not bring votes in democracy, And Vajpayee was not smart enough to fight the congress communist Muslim nexus that controlled the media judiciary and police. Gujarat since 1947 banned alcohol, for some reason Dawood like Muslim community was selling alcohol underground for decades and become a huge mafia. This mafia was dictating ministers, IAS officers, IPS officers, village officers and even judge. As far a Modi is concerned this Sarkar office system was a blockade for him to rule Gujarat, So there was a potential Modi used this riot to wash out the goons and took control of the government office. (This are just theories but there are lots of potential for it, Media would not talk about it because it hurts both parties.
