‘Almost no one ever leaves’: NDIS appears to be a ‘massive racket’

Sky News host Peta Credlin has called for stronger observation into who is eligible for the NDIS and what they are eligible for as it appears the scheme is a “massive racket”.
One website Care2Cruise, describes itself as "a service provider dedicated to offering short-term accommodation, on cruise ship journeys, to participants of the NDIS".
Some of the cruises offered to NDIS participants included one called Melbourne Cup Splender with an "adult-only retreat".
Ms Credlin said she is all in favour of people with serious disabilities getting support but questioned why the taxpayer should be subsidising people's holidays.
“Last year, of participants under 14, fewer than just two per cent left. Why would anyone leave anyway given what's available?” she said.

A friend of mine has a disability and he wanted a medical over bed table, we found a suitable one for $167 delivered and installed free. The NDIS demanded that it be provided by a NDIS provider, when it arrived the invoice price $600 for the same table. What a ripoff.

@@djm5699 Dude this is how anything gov funded operates. Set-top boxes given to people with analog tvs were priced by the gov contractor at $450 each yet a competitor was priced at $150... it was reported on in the paper over a decade ago... Its called rorting the system, as old as time.

@@thelunn Same thing with university... 50% is already paid for by the gov and the rest is done with a HELP debt from the gov... So since the gov pays, the price doesn't matter to the consumer... And since the price doesn't matter anymore, then uni's can jack up prices...

I don't begrudge people in need getting help, but why are we paying for things that many working Australian can't afford like 'holidays'. Being self-employed, I have not had a holiday in 20 years. When is enough enough. The rorts must stop.

People who need genuine help cannot get it but let’s waste money by sending people on holidays. Also unless you are on NDIS you cannot afford to seek help from allied health workers due to the huge rates charged as they tripled their rates once the NDIS came into existence.

Many houses around my area have been turned into mini hospitals with care support workers coming and going all day long. There's a guy around the corner with a mild condition who has his own 3 bedroom house and round the clock nursing. It must be costing us a fortune but it's providing so many people with jobs.

A former housemate is an NDIS contractor in Darwin. He works in the mental health sector. 98% of his clients are aboriginal. 2% are white. He has zero Asian clients.

OMG. I brought this up years ago, when I had a participant who even to this day spends $1000 a month on drugs and alcohol and then had there ndis co ordinator tell them they could go on a fully tax payed fishing trip up north.

@@dahudie the case I speak of is my alcoholic brother so I have intimate knowledge of it. He's also been taken on rock concerts and more with accommodation paid for. He has a $280,000 plan and the provider is raking it in. He has a young lass come out and cleans for him, she gets $25/hr while the provider then sends off a bill to NDIS for $1000 for the day. The crap Ive seen. My partner is NDIS registered and only works with 1 child, we made an exception for a child that nobody wanted to work with so yea we know the NDIS well and have been over my brothers plan. Heres whats crazy, as my brother started to express outrage at the rort they became like a cult and started telling him we dont think having your brother and his wife around is good for you lmao. Because we were exposing them

NDIS doesn't cover education or having delays in education. Yes people are on it that definitely don't need it but many definitely do. NDIS doesn't cover everything the ones that are on it need. But yet covers stuff for people on it that don't need it.

Factually incorrect. The NDIS does not pay for food or meals. It will pay for a career to cook the meal. The NDIS will not pay for holiday accommodation. It will pay a career to care for a disabled person on holiday but again the disabled person will have to pay the accommodation cost of the carer. You are deliberately spreading third hand misinformation. If you want factual information I am happy to provide it first hand.

@@ZELJKO472 you would need to provide evidence for your claim to be taken seriously. The NDIS most definitely does not pay a single cent to any participant to go on a holiday. It will cover the cost and wages of a carer for a participant while on a holiday. The participant will have to cover the carers accommodation, food, and travel costs.

As a low to middle income earner and someone who has been hard of hearing all my life. (90%LE 70%RE). I’m not entitled for NDIS and have to fork out $ for hearing aids but ever since the NDIS has came in, the cost of getting a new hearing has increased dramatically by as much as 400%. For something that use to cost me $2000 per hearing aid before the NDIS came, has now blown out to $10,000-12,000 per hearing aid. I can’t afford this and I blame Bill shorten and Gillard for this mess.

Thank you for raising this issue... I need help finding a bulk billing GP for cervical screening, let alone a bulk billing GP in general... Meanwhile, I see several NDIS participants out and about each week with their NDIS support workers, going for walks, coffee, shopping, and yoga. Come on... GP bulk billing is a BASIC human right for EVERYONE... Going out for coffee, etc, is far from the top of Maslow's hierarchy of needs. However, the government prioritises funding coffee, yoga, music lessons, shopping etc over bulk billing GP'sfor EVERY tax-paying Australian? So much for the taxes we pay, not to mention private health insurance... Its infuriating.

The NDIS covers none of the things you listed. They simply fund the support worker to take the person out and not the cost of the activities themselves. If they are using their funding that way, then they are taking advantage of the system. It is designed to "bridge the gap" and not take it over entirely as without support they wouldn't be able to physically leave their home.

@@socialmimicry Yes, they fund the support worker and they are funded for whatever music or art programs they want- a much bigger expense than the coffee, and what I was referring to in the first place. I get your argument about bridging the gap (I wrote countless essays advocating for it at unit). However, when NDIS cost more than defence and hospital spending, and the hospital system is a mess, you seriously have to questions the countless amount of support workers being funded to take ppl out for coffee, walks, music lessons, art etc etc. We had one lady who got one million dollars for 12 months funding, yet we had so many other patients that needed the funding more than that particular person. The system is totally rigged and corrupt - you need to be working within the system to see that with your own two eyes and take off the rose coloured glasses.

Iam currently dealing with an NDIS provider who has been ripping my mother off for years, we just discovered it by accident, they use confusing creative accounting to hide 1000’s they’ve made 63k disappear from her account in 2 years all while taking thousands from the government. We called in the government advocate, but the provider are refusing to provide documentation to us and to the advocate and there is nothing they can do about it.

If people couldnt charge 2x as much for ndis they simply wouldnt take on those jobs at all. At least the work is getting done. Want to talk about rorts? How about how much we overpay for roads built by 4x to many people standing around doing nothing half the job. A road that should be 30mil and take 3months actually costs 200mill and it takes 6months because they are milking the fuck out of the job. If the government is paying the bill then the government is getting scammed because they are a mob of corrupt assholes no one wants to help. Government doesn't just steal your money, they weaponize it against you, so for every dollar they steal, you should be stealing $2 back.

Our one son is asperges and had cancer for many years which has caused him severe set-backs mentally, emotionally and physically yet he can't get onto NDIS, our other son is trans and claims to have other issues -welcomed with open arms. The scheme is only partially working and extremely abused. If this was not bad enough I know 3 immigrants who have set-up NDIS service provider companies who have gone from having to borrow thousands to fund wages to owning multiple houses, expensive motor vehicles and cashed up within 2 years. I looked at one of their billings and noted that they were claiming according to the NDIS scheme schedule while only physically providing part of the services. With a scheme this large why is the organization not using and rolling out a consolidated system across all providers, performing supply audits and ensuring compliance across all of the services required or each participant. Additionally, have a look at some of the SIL's, I'm convinced some of these are cesspits for health and safety risks.

We don't interfere in his lifestyle and he accepts that we will not buy into a pronoun agenda. Explain to me please how an employment agency can be paid to find work for a disabled client??? To be legally gainfully employed in Australia you must be able to get WorkCover an superannuation if your disabled in any capacity you are not applicable so why is it we paying hundreds of agencies to find jobs for people that legally can not even be employed i honestly dont get it not to mention all the courses these criminal companies sign clients up to to acquire work witch they can not be employed in any sector its absolutely embarrassing these white collar criminals thriving wise employment is non for profit made 800 million just last year of the backs of disabled workers lol

My son has an ndis plan and I can’t. Get anything for him refuse an electric shaver as he has fine motor skill issues to help him shave refused to and speech befall the places around my area have a year waiting list resume a lap top to help with school work even though he has $800 in technical allowance just hopeless if you ask me not worth using

My dad is severely disabled and lives in a group home setting. His NDIS package is over $350k per annum and then on top of this the care provider takes around 90% of his disability pension as rent. What does all that get him? A poxy tiny room in a fairly depressing group home environment with never enough carers around, and those that are there couldn't care less most of the time. The food is worse than prison food and the quality of the house is arguably worse too. When this particular place switched over to NDIS they also removed all of the random stuff they previously supplied too, eg sunscreen, toilet paper etc etc, meaning the $50 odd dollars my dad has left per week now goes towards these essentials instead of him being able to buy a few basic nice to haves from time to time. With the NDIS funding, DSP and other stuff this company is collecting over $400k a year from my dad and he is getting absolutely no where near that value in return. When people get upset about the NDIS it shouldn't be about what the disabled are getting (except the small minority that do take the piss), it should be about the absurd amount of money being collected by these companies and providers milking the cash cow.

I dont think they are allowed to touch his Pension mate, you need to contact somebody. My wife worked in a similar group home setting and has some NDIS experience, what you're describing is unethical. His Pension is his and cant be touched by the Provider! Seek advice and Lawyer up if need be!

Errr you do understand that cruises are not funded by NDIS this story is a beat up. A support worker is however funded to support a person with a disability to participate in the holiday. The client pays accomodation. The line items are most likely coming under social which is no big deal.

A full audit of the NDIS required and all participants given a full review. Too many are on the scheme because it's an easy alternative to getting a job, making it harder for the genuine cases. Taxpayers funding holidays for recipients of the NDIS. It has to stop!

NOPE, just scrap it, and start over with much stricter entry and goals to get people off it once their conditions are managed if possible.

@@kermitthehermit9588 Who is ripping off the system is not the issue, it's a mix of both some providers and some users, and ranges from some who just take a bit more then they need, too those who are just robbing us all blind because they can. The issue is that the NDIS was never made with adequate gates to stop the wrong people from gaining access as ether a provider or user, and the problem is way to big and growing bigger to start sorting through who is legit, just over stepping the bounds, or out right scamming. It is going to be faster and easier to start over.

An NDIS classic: My daughter was assigned to support a 23 year-old female with two children, both held as wards of the state. The female resides with a male NDIS client, both receiving full time support. She is now pregnant with her third child, who will undoubtedly become a ward of the state. That may not be corruption, but is certainly a huge drain on taxpayer funds.

I have MS (stage 2 progressive) and cannot make the 8 metres to my bathroom. I think I am one of the people the NDIS was set up for. I have been in it since 2019 and for me it has been life saving. However, there is almost limitless rorting and the NDIS/NDIA has turned into centrelink.

For starters anyone can be registered but that doesn’t mean it will be funded. Second we are ALL taxpayers so that’s a mute point. Thirdly NDIS does not fund a cruise or holiday but it does fund the support worker so that a person with a disability can access a holiday like anyone else. The only time something is funded is under respite except the focus is on the client in times gone by it was on the family so nothing new. Lastly we ALL get audited so if this is true that someone is wrongly using funds they will be paying it back. Oh and for your reference unregistered organisations are usually cheaper.

I was in a head on hit and run collisiion that wasnt my fault and they never found the guy who hit me in a light blue 1985 ford falcon. I've got CRPS, POTS, Lupus SLE, C-PTSD, Endometriosis, Asthma, Allergies, Spinal injuries, hip injury, hypermobility, injury to dominant arm because hand was on horn on impact, Autism and ADD... . I was approved and funded for a wheelchair 4 yrs and one month ago, and I still dont have the wheelchair. I have no help. I am mostly house-bound and usually stuck in bed. I escaped a serious domestic abuse situation, I have become very isolated, am supposed to have carers minimum three days a week, have spent most of the last six and a half nearly 7 years chasing NDIS to get them to recognize my conditions, follow up on legitimate complaints, contacting the NDIS Quality and Complaints Commission who are lucky to return a call within 10 MONTHS, winning tribunals against NDIS at the AAT but somehow having less services after winning than beforehand. I am in turmoil, I have not had carers for over a year now, my grandfather died over Christmas and I'm struggling....

The NDIS Planners have admitted that they don't oversee what the Support Co-Ordinators , Financial Plan Managers and Support Providers are doing. and hold them accountable for irresponsible, unprofessional, illegal and other frowned upon actions and behaviour. Simple as that. One hand doesn't know what the other one is doing. Lack of cohesive accountability from the top down.

As the parent of a severely disabled child I can say the NDIS is NOT WORKING. We cannot get the help our son needs. We cannot get enough funding and the services we use are incredibly overpriced. The NDIA fights against us to lower the funding available at every chance. Speech Therapy and Occupational Therapy require hours and hours of "assessment and report writing' before they even start with one session of actual work and the hourly rates are more than $250 per hour.

The NDIS helps me so much. I see my support worker today. I have serious, lower prevalence mental illness. I experienced a relationship breakup 5 years ago. I have never been the same. My support workers help me with cooking, shopping, companionship, household jobs, conversation, and so many other things. I used to be intensely isolated, sad, grief-stricken, and depressed. I love seeing my support workers. They brighten my day like no other thing 🌝

Please people if you don't know someone with a disability, please aim your anger at the ones that do rip off the system. I have a close family member on NDIS and to be honest NDIS is a blessing , their life has improved so much and they now have real meaning and real support. It was very hard to get all the systems, paperwork, tests, legalities in place correctly and we needed a lot of help but now its set up it's the best thing to ever happen to them, a real life changer. NDIS isn't perfect but its much better than the old system and I have first hand seen how much of a life changer in the right direction it can be to someone with real disabilities, worth every cent. Now I must say anyone who cheats the system/NDIS and brings a bad name for NDIS are the worst kind of people and should have the law take everything back from them.

I know of a women who was on dole in housing commission and developed breast cancer and she is in remission due to chemo but is still on the NDIS. A recent visit she bragged that don’t worry about making a mess the NDIS cleaner is coming not to mention the NDIS landscaper gardener coming over to makeover her whole garden in some Japanese / balinese theme all payed for by you mugs. Anything she can milk for free she is into it like she’s entitled to it. A lifetime of contributing next to nothing and taking as much as possible. Classic labor voter. This NDIS is just so typical of Labor with their nice feely politics where they just can’t confront any negative outcomes. It’s all just nice and kind . Never mind the 90% that abuse the daylights out of it as long as the needy 10% have got it thats what you need to fixate on .

It's the way that they made funding flexible. People interpret that the wrong way meaning that they are free to spend as they like. It would be against legislation and guidelines for her to get a landscaper to make her garden Japanese, and if I were you and I knew the person, I'd report them to the NDIS fraud team. It's people like you, who are aware of these people, and do nothing about it who also make the system worse. Complain, complain, complain but no action.

Well I have a progressive neuropathy, and with the providers, I have had my NDIS money ripped off with no help, also the approvers are a problem as they insist on providing the one they approve, trouble is none of the approvers is a medical person, so don't truly understand what you need... I needed various things, tried to get the cheapest and they would not approve it even though they were perfectly fine, they weren't on their list.. not sure why the disabled would leave when a disability is ongoing, and in some people's cases progressive, like mine.. and as for the things we need, before NDIS paid for them they were 4-5x less in cost.. so it's not all the disabled that is at fault at least those who have actual physical disabilities, i have not had a holiday in 20 years nor would I ask for that, but I will ask for a wheelchair when this one dies..and i need my bathroom fixed so i can use it properly.. I am grateful for the help we get from taxpayers and would happily submit to an audit..

Short term accommodation is meant to give respite to carers and assist persons with a disability who might need a higher level of care occasionally which can’t be done in the home. For example someone who might need extra care due to,illness. Or give family a break.. it may be also for people who may need to travel for disability mgmt reasons…

Give that a go, see how many hoops you need to go through and how many out of pocket expenses you cover first - here a hint: thousands of dollars that aren’t reimbursed . Money is paid to service providers so individuals don’t gain anything but support on the scheme. Sure there’s dodgy providers but it’s on a reimbursement basis for individuals with disabilities. It’s not exactly fun

No, they typically have significant physical disabilities OR have significant behavioural issues. I think more should be done about the ones with behavioural issues who want to punch everyone around them and can't live alone. You can say the ones that are morbidly obese are a problem as they generally need 3 people to hoist them. You can also say the ones who burn through funding in 3 months and ask for a top-up (due to participant risk) are the fraudulent ones as they can easily rack up a package of a million or more across 12 months.

Perhaps, then, taxpayers should be the ones better holding NDIS more accountable for lack of oversight and cohesion instead of leaving the job to the vulnerable disabled clients who are left to try defend and advocate for themselves, already handicapped and trying to hold the corporations doing this to them accountable, so that those service providers and malingerer frauds can be vetted & justice served, quick haste!

I agree, it is out of control. I watch it happen and it burns me especially when it is done by migrants who have come here because they come from stuffed up 3rd world countries, like I do. You cannot find a better country on the planet yet they show no gratitude by ripping off the hard working Aussie. Also they don't really understand and appreciate what a blessing it is to live in a country where a government of a small population has billions to spend on the welfare of its population who have hardship. This is no small feat and because Australians have built a formidable country and economy through blood, sweat and tears. I would love to see these thieves come to the realization that they are not owed but owe Australians a debt of gratitude. In my opinion there is a significant lack of gratitude I feel in this nation by all of its inhabitants that's why there is so much in fighting, people constantly talk Australia up but don't intrinsically believe it or realize at what cost this success and blessing has come. Grateful people are generally generous and not very greedy.

@@richx9035 Neither party are good in my opinion. Since I have been here, 24 years, I have watched both leave messes behind. However as someone with more conservative values, capitalism, peoples individual rights and national pride over globalism, I incline more toward the coalition. Having said this I believe that the issues in Australia is not a party thing but a principle, management, competition and cooperation one. For a country that prides itself on mateship I really haven't seen much, albeit, as a military veteran I know that it was very much a part of the culture historically. The governments here are too busy focusing on defaming the other side and marketing for the next election rather than really working for Australians. They are extremely lucky to have an honest and proud population that produce in this country because the government are not doing much to constantly make Australia a better place. In conclusion a revamp of both parties to align with the principals and foundational ethics, values and missions of these parties and electing leaders who are aligned will make a world of difference going forward.

@@richx9035 I agree under Dutton they are combative, and to be honest I support that in this instance as I believe that Albo and Wong would sell us out in a day given a chance. Having watched my birth country, South Africa, being destroyed after Madiba and Mkbeki did so much, being destroyed by destructive and unhinged politics and games I sure as hell don't want to see the same for Australia. I assure you that at this point in time Labor is the worst thing for Australia and someone with balls like Dutton is the best as he has national interest in mind first and has no fear of the WEF, WHO and other globalists which are not about our national interest first. Rich, if South Africa, can become the richest country in the world while being sanctioned, Australia has loads more potential and can well surpass what South Africa ever achieved. Setting aside the evil and heinous apartheid, the government of South Africa was focused on the national interest of the country and as such drove the country to enormous heights both socially and economically. Even most blacks were better off than they are today, that includes the standard of education all received. You may disagree with me on the party line, which is a good thing in that various POV's give for better decision making and as such wanted to explain the basis for why I support those I do. The issue I often face here though is that there seems to be a lack of ability to rationally, logically and calmly discuss the merits, exercise understanding of varied perception and most importantly the humility to acknowledge the validity of others POV's.

Yep its a money racket , my neighbour was one of the genuine recipient's and his wife was organising things he needed however through the Accredited providers items such as walking aids were charged at between 200% to 500% higher than what they actually cost . You can't tell me its not rotten to the core .

The rort is the markup and attached admin costs for just equipment through registered providers eg a cushion for a wheelchair through GEAT funding. My elderly Father gets $1,000/year for suitable equipment. The cushion was quoted at $700 and each year the provider charges $300 admin costs out of that $1000. Per client. PER CLIENT. I did my due diligence re the cushion and could get the same cushion through ebay for $295. No wonder all these providers have jumped on the gravy train. Government sanctioned rip offs and waste. Brings to mind Rudd's wife's education empire built on the back of insider knowledge of Government grants and funding no doubt.

As a support worker for the NDIS, the reason people don't often leave is because A disability is not a sickness that can be cured its a disability something you have for life and doesn't just go away and why cant people with disabilities have a holiday ? but i will agree that there is a lot of frivolous spending that goes on.

It's a joke. I know a few people that work in NDIS and they take disabled people to buy video games and on fishing charters. They need to be teaching these people how to cook and handle money and live in society

Is there rorting of the NDIS system… yes, and I fully support people who are, after a thorough investigation, found to be RORTING the system, MUST be prosecuted in accordance with the law. HOWEVER: more often than not, for those that legitimately use NDIS it provides much needed assistance and care for the disabled.

The problem is some clients have been encouraged & enabled to live an amazing lifestyle fully paid for by taxpayers I worked for a time as a support worker mmm interesting though new beds etc they don’t need etc anything to keep the funds coming in visits to sex workers interesting though there still seems to be no accountability still amazing what really goes on if only genuine people struggling were able to access some kind of support we wouldn’t have a housing crisis if everyone in the country was treated fairly the amount of money wasted in this scheme is so out of control it’s about time fresh eyes were introduced & clear standards of accountability

Ignore the Sky News BS, my relative is on NDIS has Spina bifida which has affected her walking, bowels and just simple tasks since birth with multiple major operations. The hoops she had to jump through just to get on it. They approve her for $60k for a 3 year period which only covers things like medical aids, help from support workers and such. To try and get that money accessed though is like getting blood from a stone you need to provide letters from doctors, specialists etc then your NDIS plan provider assesses this and determines if you get it or not. If you don't use the money it just disappears so they make it hard to access then I assume just keep it themselves. The plan companies are who need looking at not the genuinely disabled people on it. People get approved for money, they make it too difficult to access then i can only assume keep it for themselves. They charge all these bullshit fees which come out of your approved money and you don't see bugger all. If people are getting free holidays id like to know how as she couldn't even get some of the aids she needed with multiple written medical references like a "leg brace" because they deemed it not necessary so family helped pay for it. Like that guy says even some of these plan companies are unregistered.

I had a friend on my Facebook who milks this program for everything, including her tax payer funded holidays, accommdation is $1600 per night plus all day cruises so she can watch whales, yeah like thats needed, and she books this accommdation at least 4-5 times a year

I can honestly say NDIS is not fair for everyone Some people get what they need plus more some get just go with out Im sick of fighting NDIS for my son He will never speak and will always need someone with him Im his only carer and when i begged for respite and help they said no I thought this is what NDIS was supose to be for but i was wrong

The ndis pays for a worker to support a client on a trip away the trip itself isnt funded. Please dont assume its all payed by tax dollars. And yes it might seem unfair until you see the life they have to live and the struggle of having a disability. Not all service providers rip off the system but the ones that do make the rest look bad whether they do a good job or not. Its a tough job and to find the right support worker is tough especially in rural areas. If you have to blame someone blame the government who should be auditing everyone. The good service providers wont be bothered but the dodgy ones will be!!

This budget blow out only goes to show how under funded qualified care disabled people were getting. Disabled people were not getting any quality care from qualified staff, but free unqualified assistance from family, friends & volunteers. These people were in effect propping up the health care for disable people. Although there needs to be better staff checking the bills & charge the people price gauging.

As someone with a family member on this scheme, I see first hand what a rort this scheme is. I don't deny my sibling needs help as they suffer from MS. The items they can claim for is astonishing even to me. Beds, latest white goods & gadgets, travel to more places than they used to before.
