Right now, Djibouti extorts them for 10% of their whole GDP just for port access. This is stunting their growth. They would like port access that is more reasonably priced. Somaliland is desperate for recognition, so the price they would charge for port access would be much lower. If Ethiopia deals directly with Somalia, they will be dealing with a fragile and dysfunctional state that has the ability to charge more for a worse service. They could charge even more than Djibouti, but now Ethiopia has to pay far more in insurance because of all the instability from clan wars and pirates. Ethiopia gains nothing from dealing directly with Somalia, but they gain everything from dealing with Somaliland, which is stable, peaceful, and comes at a manageable price.
