@Choujifangirl It wasn't the bow doing it. That was the Bow of Shadows; when you pull it out, it makes you invisible for 30(maybe longer) seconds. I don't know what arrows they were using, but that would have been the arrows doing the flinging.

The arrow is from a mod; it's a craftable arrow with a "force" enchantment on it, creating a kinetic explosion on impact that knocks back anyone/anything in the immediate vicinity. The mod also allows the crafting of arrows enchanted with explosive fire, frost, shock, and paralysis effects. Edit: The mod is actually just Ordinator, a very popular perk overhaul mod. An archery tree perk is what enables the crafting of these "trick arrows"
mage arrows are also part of CC. can't remember which one but there are fire, frost, lightning, soul stealer and another kind I can't think of. don't believe it has the unrelenting force arrows, but it's got some fun arrows to mess around with. 😂

@KingPurpleVArchives i was talking about jorvaskr exclusively. Also, if you're talking about rude, i guarantee that's not Ria, but njada. Njada is the block trainer in hide armor. Ria is the girl in scaled armor and is quite nice.
If I have to guess it's one of the trick arrows introduced by the Ordinator mod . It overhauls the perk tree , specifically for this video the archery tree. And lets you craft special arrows, one of which is an impact enhanced arrow. There is also a creation club one that centers around Arcane Archery and lets you create elemental enhanced arrows. But I can't remember if there was a force impact one in there.
This reminded me of a very random thing; after I did the Companions main quest line, I was bored and just started fighting them all in their Hall. Obviously some NPCs died but a few like Vilkas (Farkas?) Were unkillable. However, after I had killed a certain number of the other NPCs, I was able to kill Vilkas too. I still don't know why, to this day (unless its because there is a mission you need to complete first) I have never found a way to destroy an unkillable NPC without hacks
This is how the Tamriel Space Program was born. A bunch of drunken idiots behind Jorrvaskr playing around with spells and enchanted weapons. Next thing you know, Vilkas gets launched halfway into orbit and voila, the rest is history.

My fave thing to do was getting my one handed up to 100 and getting the dragon bone mace before even completing this section of the game. I smacked him and nearly killed the guy
