People stopped going downtown when all the retail stores moved to King of Prussia Mall. It is now just business, government, and tourists. Philly has always been a city of neighborhoods where each 'hood is like a village with its own culture, stores, restaurants etc., everything is all in walking distance. Crowds used to fill the streets when all the major retail stores were downtown. Now, people identify more with their neighborhoods than with the over-all city.
