Unfortunately, many Taiwanese don't have good memory. In our society, there are a lot of false information. So, a good memory is very important as only TIME can prove whether those information is right or wrong!!!
Those districts north of Taipei City and near Keelung city should be assigned to Keelung city. It's clear that New Taipei City isn't paying attention to these districts near Keelung. This would have New Taipei City continue to focus on the districts south of Taipei City. Keelung then would have other districts that it could focus to expend into.
