I have not known existence of the plans for trams in Taiwan in the era of government by Japan. Only a few of railway fans in Japan know it, or, as a fact, are interested in railways outside of Japan. Additionally, a principal cause to failure of Japanese National Railways (Devided and privatized in 1987) was keeping constructions of local lines, even they were expected to be loss-making, so the Government seems to avoid positively participating in railway businesses except for Shinkansen.
