AFAIK, it's for choosing the chara you get in the other monetization model where you can rent maxed out characters for one month.

You get to choose 3 characters (not limited) and can use them with all unlocked talents for one month. I would say it's a good value if you have someone in that pool that you play a lot and still haven't been able to max them out yet.
