It's because Taiwan was part of Japan for half a century and Japanese culture was introduced to Taiwan. They lost some of it after the mainlanders from Republic of China fled to Taiwan after the Civil War and attempted to Sinicize Taiwan. Just by observing students and tourists, we can clearly still notice the difference in mannerism and mindset of the Taiwanese and Mainland Chinese.
I think the interviewer does not understand the intend of her mom. Racism and discriminstion need to be taught at young age. Her mom intend was telling her she can be friends with anyone (or any race).
