It was the mounted police causing a delay to the band, giving the drum major a confusion why those 2 mounted police won't move. As you can see the horse of mounted police on the left (from your screen) is having behavior issues (tantrum as we called in child) and needs to be calmed that's why you can see the police tapping the horse that he/she mounted.
