It's called a food mill. Some older varieties did have sharp tines that could be used to grate raw vegetables, but they're generally used to purée cooked food while at the same time straining out seeds and other fibrous matter. They're used to make baby food, cream soups, tomato sauces and purées, and even mashed potatoes.

My mother had one of these when I was a kid in the 1970s. Cool to see one being restored.

My mother uses something like this to make jams and such. Doesn’t use it as a mince but as a separator. For example, after steaming cherries 🍒, uses this to remove all the seeds.
