My husband is originally from Elba. There was a Flood in March 1990, where the water ended up as high as the 2nd story of the courthouse on on the square. The levy broke in several places, and fortunately the schools were out for Spring Break. Where the splash pad is located now, is where the old high school was located. The school was devastated with the flood, and a new school was built out of the flood zone. When we lived there I worked at Ft. Rucker which is close to Enterprise. We always would go to Enterprise or Dothan for entertainment.
I think your best bet is going to be to either look at some of the neighborhoods on the outskirts of Elba or the neighborhoods that are going towards route 84
