Estonian Prime Minister Kaja Kallas stated in an interview with the Financial Times that some NATO countries have already sent their personnel to train Ukrainian soldiers in Ukraine. However, this does not mean an escalation of the Russia-Ukraine war. According to Kallas, the countries that sent their personnel to Ukraine did so "at their own risk." She believes that if Russian troops strike foreign personnel, it will not automatically trigger Article 5 of the NATO Mutual Defense Treaty. For Estonia to send its instructors to Ukraine, a decision by the country's parliament is required. Discussions on this issue are ongoing, but according to the Prime Minister, they "should not rule anything out."
