Keep in mind that those apartments cost an arm and a leg. Most Parisians live in small 30-40m² apts. Interesting fact about how Paris was rebuilt: those big avenues were made so that troops could easily get into town and control the streets. A lesson learned after the 1848 revolution, when the then small streets of Paris were easily barricaded.

Always have loved and still love French style design, so elegant and understated and TIMELESS as you said.
