One thing about the Mr. Sandman perk is that it doesn't give you negative relations with factions if you kill their members with it so you can use it to kill veteran NCR rangers or brotherhood paladins and take their amazing gear without any consequences.

It's a very niche use considering how 1) there's already far too many easy ways to make $$$ in NV and 2) if you do proper sneak build you'll be able to take down most sleeping enemies without mr sandman except maybe BOS bozos since those weirdos sleep with power armor 😂

You can do that with any silent weapon that kills the target instantly while you remain undetected. For example, with a combat knife you can stealth 1-shot all of the NCR troopers at Mojave Outpost when they go to sleep for a bunch of extremely easy exp, loot, and no faction loss. You can also do this to the entirety of the Legion fort since their tents conveniently block sightlines and most knives are holdout weapons. Mr.Sandman simply makes it easier to do with higher hp targets, but stacking enough crit allows you to kill most of those without Mr.Sandman except for BoS paladins sleeping in power armor.

The big problem I see with XP perks is that gaining more perks is the main bonus for leveling up. Spending perks to gain more levels feels like burning a dollar to make a dime.

Eating ghouls should give you rad resistance, eating super mutants should give you strength and endurance buff .

The problem is that those enemies are not common, super mutants are only in 6 locations; Jacobstown, Black Root Cave, Jack Rabbit whatever it’s called, Black Mountain, near Devil’s Gullet, and Repconn And from the top of my head ghouls are only at repconn, searchlight and area surrounding it, and the old nuclear site I wish you were able to store the meat, had the bonuses you mentioned and could be sold for a lot of caps

I remember when I was a kid playing new vegas back in 2011, I was so hyped to reach level 30 to take the perk here and now and reach level 31, I was so disappointed to see it wasn't possible.

Voracious reader is actually good (or maybe imbalanced), because without it you have not so many True Crime journals (+5%/+10% to crit. chance). And yes, found this journal from ANY npc for buy is extremely rare.

I'm over 3 months late but still. Eye for Eye: +20% damage from crippled legs for a sniper in exhange for mobility is pretty damn chunky if you can take the QoL hit. Crippling your arms isn't really an option for a ranger unless you want to become a terminal Steady addict. Meanwhile, +10% damage (+20% perk, -10% cripple penalty) for melee/unarmed by crippling your arms is just free damage. Can't cripple your legs as melee cause your legs is what feeds you. The most important thing, however, is what it can potentially do for an explosives (or explosives+melee/unarmed) build by crippling both your legs and arms. You have a ranged weapon so you don't need to chase your quarry, hence +20% from crippled legs, and you don't need a steady hand to aim because your projectiles explode, hence another +20% (+10% for melee) from crippled arms. In the end that's a whopping +40% (+30% for melee) damage in exchange for a bit of movement speed. It might be a niche, finnicky, and subjectively annoying choise, but to list it as one of the worst is a intellectual crime as far as I'm concerned. Voracious Reader: When combined with Comprehension and used to print True Police Stories, you gain an inexhaustable supply of +10% crit chance, which basically makes these perks a slightly more fiddly equivalent of an extra 2 ranks in Finesse, one of the best perks in the game by majority vote and your own admission. So not only is Voracious Reader nowhere near being one of the worst perks, it is arguably a meta perk.

Cannibal perk is good for keeping karma low, because killing fiends and ghouls awards good karma too often. Need bad karma for the "Ain't Like That Now" perk.

It's easy to tank your karma by stealing. The Dino-D-Lite Gift shop alone can get you at least two steps down. The cannibal perk is more convenient though.

@@rickiecomeaux8287 100 each seems daunting, but the cap is only 1000 and you only need to be at -750 to be at very bad, so it only takes 351 items to go from capped good karma to very bad karma. That's really not that many, but like I said, cannibalism is much more convenient.

@@markvanpopering4598 You might be right, however I cannot find a source that gives me karma scoring, so I just made it up. In the game I like to slay. It is much easier to flay the fiends and eat the flesh to bring the karma back down. I have had a playthrough ruined right before level 50 because karma was too high. I steal just about everything--in the game--anyway. Easier to take this perk at level 4. I do not take Lady Killer or the gay one but do not admonish players who do take those perks. I like the perk choice for my character.

@@rickiecomeaux8287do that one quest (it's given by someone in West Side) where you talk a girl into robbing and killing her mother. After she kills her mother there's a dialogue option to say something like you did a great job. Everytime you ask this you lose a lot of karma.

Voracious reader can be really good for a crit build tho "True Police Stories" gives 5% base crit chance, 10% with Comprehension. Being able to spam those and have a constant 10% (or more depending on the weapon's crit multiplier) can make crit builds even more OP But if you aren't doing a crit build, it is pretty worthless since it is so late game

@@danielsurvivor1372 There is no cap, tho unfortunately if you go above 100 you cannot double crit Like you can easily get to 100 with ratslayer, which has a very good 5x crit multiplier But if your preferred weapons have less, then buffing up your crit chance is important. And almost all weapons cannot reach 100%. Fun fact: the alien blaster has a 100x crit mult, so unless you somehow have less than 1 luck, it will always crit

11:15 You also have the Auto-Doc at Big MT that can remove all radiation, fix crippled limbs and heal you up for free. Goes real fast to get there, once you done the quest line and have the teleporter thingy.

I recall a mod that rebalances the Cannibal perk to give a percentage of health back instead of a fixed amount, essentially giving back a fifth of it. Honestly what the perk should've been since it'd give an incentive to do it after a large fight at least once, but that's just me.

I'm pretty sure that Eye for Eye was intended to be an "insurance" perk that triggers when you bite off more than you can chew and start losing a fight badly, you'll start doing more damage as you get closer to death (Ferocious Loyalty is similar in this regard). It's still a waste, even more than if you are deliberately trying to activate its effect, since you can generally avoid fights that you aren't ready for and the ones you can't avoid are usually due to glitches or bad RNG (e.g., fast traveling back to Ranger Station Foxtrot for the Return to Sender quest and having the game drop half a dozen cazadores on top of you right in the middle of the camp) so you can just take the death and autoload the last save.

Fun Fact: If you have the Skilled trait, it makes the Here And Now perk even worse. Here And Now works by granting you XP equal to what you need to level up. However, Skilled reduces ALL XP gains by 10%, including the XP granted by Here And Now. Meaning the trait that specifically states it will instantly grant a level up does not grant a level up.

Actually swift learner and lesson learned can be useful if you use the Chet Glitch where, after you kill ringo for Cobb, He tells you to get supplies from Chet, but if you kill Joe Cobb before doing that. now you'll have a permanent and it's powerful for 3 reasons: -You will have infinite leather armor, 9mm Ammo and EXP. -When It saves some Perks you choose, like explorer, JURY RIGGING, and stone wall. -If done correctly and killed only Joe without being seen by anyone, there will be 2 powder gangers who Will stack Leather armor based on how many times you speeched with Chet

Mr. Sandman did come in handy on one playthrough, having never taken it before I was kind of thrilled at how easy it was to sneak-kill everyone in the NCR barracks and take their equipment. Just made making repairs and things much easier. Plus I would always get a laugh out of stacking all the bodies everywhere, while the couple remaining folks walking around were oblivious that there was a pile of arms and legs next to their refrigerator.

A good list of examples of perks that can be offset with certain gameplay mechanics. (Such as scrounger, if you're dry on caps you can farm some Fiends for their energy weapons and sell them, and also super mutants also.)

5:14 is this really true that the enemies level up too as the player levels up? I know that NCR hit squads and Legion assassins definitely get more powerful, but when it comes to normal mobs, there doesn't seem to be a clear consensus whether or not they level up.

I know this is a mod but voracious reader becomes kinda absurd in the Tale of two wastelands mod where you can turn the burnt books into pre-war booking and turn them into the Arlington library for a 100 caps each

Scrounger is a fantastic perk, and I will not hear this slander against it. You can use it to make farming rare ammo (coming back to places where a rare ammo type can be found in respawning containers, to collect that ammo again) go MUCH faster, because the perk tends toward giving you more of the ammo type that would already be in a container, anyway.

I actually kinda like Rad Absorption, it gave me the peace of mind to stop checking my rads, and to stockpile Rad-away, since I knew it would disappear completely by the time I got to another irradiated area... :3 (Except in Lonesome road... That made me go back to my house and get all of my Rad-away and Rad-X ! XD )

Also, you're looking at Voracious Reader all wrong. It *can* be used as something to keep yourself stocked in magazines to boost a skill when you really need it...but the bigger use for it is to just turn blank books that aren't really worth anything, into skill magazines that have a pretty great weight-to-value ratio, for pretty solid barter material.

Scrounger and Fortune Finder also don't work on reputation locked containers. Brotherhood ammo crate, legion boxes, etc.

Yeah I'm inclined to agree with most this list, especially here and now. I nver find myself ever using magazines anyways. Without any glitches you will end up with everything but 2 stats at 100 anyways so you kinda don't really need any of these effects.

Eye for Eye is solid but quite annoying to keep up so i understand not liking it Voracious reader effectively gives you maxed skills for at all skills level 80, but more importantly it gives you infinite True Police Stories for constant bonus 10% crit chance, and if you're not doing crits you're doing something wrong (unless it's explosives of course hehe)

@@rogovnin Explosives are also really good with that perk, unlike guns, you dont need much accuracy with explosives,so I say 40% extra damage for a few crippled limbs is well worth it with expxlosive build.

Scrounger is a perk that is a sort of column A B, where at first its great, especially when you are learning New Vegas's weapon and ammo system because its quite expanded, the same for fortune finder when you do not know ways to make big bucks because, wow, them good eating. Also perks that involve doing damage to robots is ultimately not that useful since robots are pretty rare in Fallout new vegas, I have no encounter a single hostile robot now I think about it.

I always wanted to take Cannibal but it and its sequel perk comes way too late and the educated perk unlocks at level 4 which is superior in every way. If New Vegas had perks at every level like Fallout 3 I might actually take the cannibal perk

I'd honestly rather take In Shining Armor over any of the EXP gain perks. Anything that definitively becomes a dead perk once you hit max level stresses me out. At least the former SHOULD have some effect.

Scrounger is pretty useful cause I think it affects the chance of getting stealth boys and is pretty much needed in my experience to get a stealth boy for stealing all 35 gold bars from the vault.

I always take scrounger so i can have plenty of extra to use as money when im taking everyone i meets caps. Also with it ammo boxes can have 10 missiles in them which speaks for itself

I know you've harped on swift learner in several of your videos, but I dont think theyre as bad as you make them out to be. I concede theyre not top tier perks, but much more middle of the road than you feel they are. Because I'm a completionist and prefer to see as many locked-behind-skill-checks dialogue trees or locked doors as I can (plus I like pleasing everybody and using skill checks to do whatever they need me to), I like taking max Intelligence and all the swift learner ranks asap so I can max out all my skills sooner. Early speech, lock picking, and science are invaluable. While it does eat up other perk slots, you get so many more while leveling it doesn't feel like a big deal. In my most recent run, i'm currently 65 hours in, I've done most of what the Mjoave has to offer me and ready for the battle at hoover dam, I've done 2/4 DLCs, and I'm only at level 48. Close to max with 2 DLCs left, sure, but i don't mind being capped already since I'm basically in this run's victory lap before the finale.

I guess my point is that other folks argue that perks are the biggest benefit to leveling up and using up perk slots just to level up more feels like a waste, but the way I play and approach the game I personally hunger for the skill points. To each their own etc. However that one perk that just gives you a level up DOES suck

The exp boost perks are the worst for me, simply because these games just aren't as fun for me once you hit the max level. So getting there faster makes that worse. That's something I'll give Fallout 4, you can pretty much keep leveling up forever.

I dont even take Here and Now in Fallout 3, where you do get perks every lvl. I'm certainly not gonna take it in New Vegas.

Scrounger is great as a way to have additional trading items in the form of ammo, i always have it on my characters, though more for the simple ammo supply than trading. On Hardcore mode where ammo has weight, Scrounger is not great, but at least it will keep your favorite weapon well fed.

If you like scrounger you should play for Ceaser's legion, it gives you a lot more ammo that you can sell or use, but if you play on hardcore don't forget to take pack rat)

I used cannibal on my playthrough for role play purposes. But no one really reacts to me eating corpses lmao. I literally didn't get a single reaction from anyone. Or even just additional dialogue options. So not only is the perk useless strategically (it barely gives you any health back) but its also literally useless for role play.

There are exactly four cannibal moments in all of New Vegas. Telling Jas in Sloan about the tastiest thing you've ever eaten. Telling Marjorie you eat people for white glove infamy Telling Mortimer you eat people to get him on your side (you can lie about it with 62 speech) Asking Dog what ghost people taste like.

i have noticed that in a lot of your videos you misrepresent what "Lessons Learned" does. As far as i can tell it does not give you a generell xp boost, when getting xp. But instead gives you a percentage of the xp you need for the next level. So when you hit lv 40 for example, you get 40% of the xp needed for lv 41 immediately. Not saying that´s more helpful, that kinda depens on how you play and what your goal is. i think it´s helpful when you dont want to play every Quest and DLC in every playthrough, but still want to reach the higher levels.

I think Here and Now might be the worst perk in the game, since you permanently waste one perk. A lot of other perks on this list grants you absolutely zero advantage, but at least they have some meme potential, and they're one-use. This one wastes a perk, does nothing else and is repeatable. Even if you have a mod that gives you a perk every level, you could hypothetically use this one to hit max level with ZERO perks. It's bonkers.

Voracious ready is definitely useful for a crit build. Combined with comprehension and retention, you get an extra 10% to crit with the true police stories magazine and i easily crafted over a 100 of these. Also good luck buying an adequate amount of true police stories from vendors.

Here amd Now does not deserve number one spot. Many times im playing and im doing a particular run or miasion that reuqires me to have certain stats and im under level w no magezines nearby it can be VERY useful to rounding out your Courier. Id say in fairness bump it up to 6th maybe 7th personally. The worst would be rad child in my opinion. Barely any irradiated areas that are on main path maybe 3 heavy areas about it.

It doesn't tho. Skilled applies as 0.9 modifier to exp and Swift Learner applies a 1.1 modifier: 0.9 × 1.1 = 0.99 You are still getting 1% less experience every time and you wasted a perk that could be used for something else.

Scrounger actually one of my favourite, because I usually playing for Ceaser's legion and obtain a lot of ammunition that I can sell or use for myself, and scrounger gives me around 1/3 more ammunition so I like it pretty much for it's impact

@@bananaspice1967 because the bonus damage you gain FAAAR outweights downsides, 60% (or more realistically 50% because of OWB) damage increase effectively means you can look in the general direction of anything and instantaneously explode it The Gatlling Laser, Tri-Beam Laser Rifle, Modded Laser Rifle and Modded LAER should all be clocking way over 1000 DPS when maxed out And pasciencia can drop a 1800 damage headshot sneakshot compared to a normal 1200 Aiming isn't really an issue because we get infinite Steady from dead money, we get more net damage from broken arms for our melee weapons I wouldn't recommend it for melee since you lose out on power attacks, and its BIGGEST issue is that it's REAALLY annoying to break all your limbs and then not sleep lmao And losing out on move speed is annoying
