I’m guessing because the shooter was never positively identified and the person who was found dead was the person they think shot him but don’t want to make any false accusations

The first time I got shot, aqui mismo en Chicago, on the east side, it was with a .32 from about 15 feet away, me y mi hermano, we was walking, OPPS caught a MF lack’n And fired away hitting me in the upper thigh really close to my manhood, the bullet went in and made a perfect U-Turn and exited, I felt the 🔥 slug wiggle out and then down my 👖 leg... The 2nd time, it was with a .45 from about 10 feet away, basically hitting me right on the other side, otra vez, really close to my manhood, going into my upper pelvis almost breaking my 🦵 but it was a clean wound, no surgery needed, I was fine...
