If I understand it correctly, "freezing rain" happens when the snowflakes actually melt when passing through warmer layers of air and then freeze again on contact with the ground surface, creating the ice layer that I mentioned before. When it snows properly, and the snowflakes accumulate on the ground , the bottom layers in the snow pile also get compacted into ice spots, so it becomes quite slippery too.

The sea is not really rough at Copacabana, which is more like a cove beach actually. It is rough at Ipanema, which is a surfing beach.
