Understandable but, a bit of advice from an actual women: It is way more unattractive to women if you say nothing and expect for her to make the 1st move. She may not even think that you are interested in her if you don't say anything because many men play so many tricks. Chances are...if you are able to be around her a lot with her consent (outside of required spaces, like work) she may have thought about being with you at 1 point even if she didn't think it through all the way. Give her a reason to think about it more. Genuinely tell her you're interested! Ex:. . ."Hey I think it would be good if we could go out for coffee or a walk sometime.
