I don't know what you connected the pump to, but I had the same problem with a regular power supply. After connecting the pump to a rectifier that provides stable 12V, the pump operates continuously without pulsing.
@@stephenthorpe227 i think that the pump have a protection circuit that when there is not sufficient amps, it acts like this. maybe adding a bigger power supply and additional electrolytic capacitors in parallel will help for sure.
