Frank was LIVID when he learned there were human beings in that can. He even took precautions later on to ensure that didn't happen again (telling Horse to bang on the can to make sure no human beings were inside). Then he was even going to cooperate with the cops but decided to hear out the Greeks instead just to save Ziggy.

Willem DaFuckedUp when you have a whole group of people relying on you to ensure they are able to keep their families fed, and the only way you can accomplish that is to break laws, that can be a hard choice!! The only other thing he could have done is play by the rules and watch his union die a slow death!!

Willem DaFuckedUp If he’s in charge of a union and part of his job is to make sure the guys in the union have work, how is he not responsible for their livelihood? It’s part of his job. If he sits on his ass they have no work, if he goes out and hustles, they have work. It’s pretty simple.
I'm not trying to sound judgemental or whatever because I'm just an idiot so here It go: Frank is obviously a good guy and he is having a Bad time, but he is also an idiot, he dances with criminals in a desperated atent to provide for his family and I understand, however he should had known that when dealing with criminals tthings are bound to get out of control.
The only thing your missing in your analysis is there is no where else for him to really provide for his family. The point of the show was to show the crumbling elements of our city in this postmodern, neoliberal, global capitalism, small government society that has made it to where opportunity to find a good paying, union job that you can support a family like you could in the 50s, 60s, and early 70s is gone. Specially with Frank, Ronald Reagan killed unions and the Clinton outsourced our factory jobs taking most of the jobs overseas to 3rd world counties that pays their employees dirt wages because they don’t have minimum wage laws like we do. It is the story of industrial American going to shit. The American Dream is no more. That’s from the creator himself. Frank is good man and would be different if he lived in a society that had well paying jobs and a government that worked for workers. He wouldn’t have gone down the path with criminals. So what you are missing is the institutional structural analysis to his situation that makes him do these bad things even though he has a good heart.
Ricky Ray While he was not directly involved in the death of the women, he allowed/profited off illegal activity that was under his watch. He made a deal with organized crime and that deal ultimately led to human trafficking and death while he was head of the union/dock workers.
@@slydEvil35 Not really, at this point of the story Frank wasn't involved with illegal trafficking (this will change once he will try to strike a deal with the Greeks). The only illegal activities he knew of were about union workers stealing from the containers, and he tried to put a stop to that too.
@@TobyHonest420 That is not entirely true. While Frank was not aware of the illegal trafficking, he did know and was paid by the Greeks to have cargo disappear off the stacks so things could be smuggled in. He did not know or want to know what they were actually smuggling.

Frank accepts to work with the Greeks only when he starts needing funds for the docks, later on in the series (they get introduced in this scene by Nick, who at the time knew Sergei and maybe Spiros, I don't remember ru-vid.com/video/%D0%B2%D0%B8%D0%B4%D0%B5%D0%BE-NnMQhHo6Dm8.html). Also I'm not sure he knew the Greeks were dealing in human trafficking, but I should rewatch that season again. From what I remember, he was okay only with drug smuggling, but I might be wrong.

This scene is so damn symbolic of America today. The silent majority, well the rapidly becoming silent minority. The working class, just takes it with little to no resolve.
