The first tea infuser is used as a scoop and you should close it, and there is a hook that hangs the infuser on the side of the mug.

I used a needle and thread kit like that to give my self stiches years ago and you are definitely using it correctly, I highly recommend keeping a kit like this in your car or camping gear

I think the first tea infuser you showed is a tea strainer; if you make loose leaf tea in a teapot you'd use that to sieve the tea whilst pouring it in the cup.

1 level teaspoon per cup for loose tea. Them strainers are for Tea pots as the tea pot also has a strainer itself to catch any residue leaves.
