I used a tool recently that worked very well for removing bolts that are frozen in place. There are several manufacturers including Matco and Mahyew. Mahyew calls it "shake and break" Properly and judiciously used it might not damage this very rare engine block. It did not damage my minivan brake caliper. .
What you really need is a parts source. Some of those parts need replacement. The block and heads need inspection for cracks. You need a source for pistons and rings because the cylinders are going to have to be bored over. You are going to have bearings poured so you need to find someone who can handle that. Get the crank inspected and polished and hope that's all it needs. Valves and guides and a shop who knows and has equipment to handle a engine that isn't really a flat head and is going to take a unique setup to machine. If your going to do this, buddy, your going to have to make a bunch of new friends. I will tell you that there are some similarities between this engine and the Lycoming V8 from the 810 Cord.
Sometimes this works on really rusted stuck parts...Heat the part (NOWHERE near red) dunk in ( or cover with) brake fluid. Repeat every few days or when you think about it. Over time it will eventually work.
A few years back my dad got a 55 Owens Flagship 27' cabin cruiser with 2 Hercules inline 6 engines. The Hercules were originally designed in the teens, a flat head side valve kind of thing with updraft carb. Similar to what you're doing, I found the old manual to the engine online and was able to at least wrap my head around them enough to get one of the 2 running.
Hot tank vat...for the block should get it all loosened up....Old school machine shop.. Unique stuff... Thanks for sharing. 12:52 Hot trans fluid is a great cleaner and lubricant....I use to use mineral spirits in a no. 5 wash tub and pencil type air blower inserted into the mineral spirits where it agitated the fluid just barely cracking open the air nozzle 24 hours and all parts clean no elbow grease... that literature is worth it's weight in gold it should assist you well... It's like it's meant for you to do this.
Didn't see any heads for the Oakland. Those should be fun, with a 2-angle seating surface, and that sorta-OHV and sorta-flathead layout. Machining those surfaces and finding gaskets is gonna be fun...
Have you made contact with the Pontiac-Oakland club? Take some time in research, find people who have restored and rebuilt this kind of unique engine. Most likely Egge can make some replacement pistons in aluminum, with a different kind of ring package - which will requiring rebalancing. Good luck.
Get a gallon of evap o rust, and a roll of plastic, and a small pond pump. Make a funnel and tub from the plastic. Set it up so the plastic makes a sump. So it acts like a giant oil pan. Put a hose on the pump. Get a shower head cheap as possible. Use a coat hanger wire to stiffen the hose. Get it to stay where wanted. Pour the the evap o rust in the sump. Let it run spray the engine run back to the sump. Let it run for a couple days . Moving around a couple times a day. Maybe put a heat lamp over it. It should clean up fairly well. Get it cleaned up engugh to see if they can be taken to the machine shop to be baked maybe shot peened , the cam followers. will likely need to be rebuilt. You maybe could get a timing gear set, from a different vehicle modify the crank gear to fit the crank. And modify the cam gear to fit, or make an adapter. And some of the tin parts can be easily remade. As for the bearings id clean them and keep them. If the crank is damaged weld or braze it. Make it about .020" over size then mill and polish the bearing out to size plus oil clearance. I totally think it can run again. Guys get older engines running daily. Not much older, the hit and miss engine, oil field engines from 1880-1890's and steam engines way older sre brought to life. Occasionally!

Great project for an extremely rare automobile. I would not rush that engine rebuild. If you need some stronger rust removal chemical you can try a chemical known as Oxalic Acid also known as Wood Bleach. It is used on wood to remove tannin stains from tree sap. I have not used it myself because I could not find it at my local home center, but Ace Hardware stocks it.
A cheap $10 lawn tractor fuel pump for circulating the evaporust. Lose a valve head from a stem and eat a piston. Congrats on the manual find. Best of luck. How about subbing out the hot tanking part of the engine block to someone who has that capability?
Are you doing anything more with engine yet? I’m in Australia and about to start building one of these engines as well, for my 1930 Oakland. For instance the Oakland Car register here in Aus actually have brand new cam shafts made for these engines. You can contact them through the website. I’m sure with the US dollar against the Australian dollar it will be pretty cheap. I thinking around $800 USD approx. And also a guy in the register is very knowledgeable about these engines and could answer any questions you have.
As of late I dunked the entire block and heads in evaporust and got most of the rust off and cleaned up i need to get this thing to a machine shop and have it looked over and measured the spare block is in better shape but there's a good amount of pitting damage in 3 cylinders at the top and on the deck surface i go into more detail about all of it in my latest video on the rims.
What I do with rare unusual engines that are seized up with rust ,is to put them in my derusting tank. It's one of those IBC tanks (1000liters) and use electrolysis .A week of three in the tank loosens up everything.
