I had the same problem. In my case the pre owner mounted the inner pads wrong. You can mount them in two ways, and one way is wrong. Here in the video they're also mounted wrong. Just turn them around and it will work. 😉 And of course, the belt should be little bit more tighter.
You guys are missing a part that goes on before you put on the clutch. It is a small special ring that goes on with the higher inner part towards the clutch. You can adjust the Motor by losening 3 screws that connect it to the main frame and pull it untill you have a better fit of the belt. The belt should normally be so tight that you can grab it and get about 1 centimeter where you can pull both side towards each other. I actually have a TON of parts if you are intrested........

I had this problem with my Piaggio Ciao and i couldn’t understand why but now I have solved the problem. In my case some how one of the berrings in the engine was damaged even tho i had reapleced it before. So what the berring did was that it made the axel on the crankshaft rotate in a oval shape and that some how affected the clutch. So I changed the berring and now my Ciao works fine
Solved it? One clutch, the inner one is for the pedals to start the engine, the outer clutch is for running, in brief. Oh and the outer clutch, the driving one, that patches are definetly worn out, you need a new one. They sell this for around 8 € 10 $ in Europe.
Hi! I have the same problem but my pads are brand new, I have the clutch ring and my belt is not lose like in the video. Is there somebody who have a clue what I can have missed?
I figured out the issue on mine too. Apparently the previous owner changed out the pistons and when pistons are changed on a ciao it needs 3% oil mix and be driven carefully for the next 2000km. He didn't tell us this so we drove it normal with 2% oil mix. This made the engine lock up and gave us a heafty bill.
Your starter clutch pads are mounted the wrong way round (Thats logic). Remove them turn them around and it will work.And dont forget the special washer between the clutch housing and the engine. It seems that its missing at your engine..............

Penser à graisser les roulements et la rondelle plate et fine, derrière le Circlips. Sans déborder avec la graisse sur les pièces de friction, quoi que, tout ce remet vite d'aplomb ...
