When cleaning the vinyl flooring, using a tire brush with the VLR (or whatever else you may use) helps get the grunge out of the grain. Towels just hit the high spots.
Why bother? Rip out the old carpet, then vacuum! A lot of the dirt will come out with the carpet, anything remaining will vacuum up more easily with no carpet there.
I think the original poster meant "Why not vacuum the rubber mat before spraying it with vinyl cleaner?" And I agree: Unvacuumed Dirt + Liquid Cleaner = Mud
