1998 Toyota Camry valve cover gasket replacement

On a 5S-FE engine, my Toyota manual states to remove old sealant on the head where the valve cover seats and add 8 specific points of Toyota's FIPG material, part number 08826-00080 or equivalent (RTV sealant) onto the head before installing the valve cover with the new gasket. The spark plug tube nuts have 17 ftlb of torque.

I just LOVE how you use editing to skip over the important parts; like how you removed the PCV valve....still don't know what a PVC valve is though....

I am about to change the oil anyway. Should I drain the old oil before changing the valve cover gasket, wait until after changing it to drain the old oil, or drain the old oil and refill with new oil before changing the gasket? Thanks!
