The trash dumper is Michael Kirby a Junior at Boca Raton H.S. The parents are Chris and Lisa Ruth. They own FirstLight Home Care.

I think 180 days in jail with 177 days suspended while on reporting probation, 90 days of community service (cleaning trash out of the water) and a $10,000 fine would be about right.

Now some adequate jail time on the other hand plus a family that will take this as seriously as it deserves to be taken could have positive results.
