The customer stated that he already replaced the PCM and the same problem remains. If this is the case, this could be caused by a faulty or shorted out sensor, or the PCM itself, could be missing power or ground, preventing it from waking up.

So here’s where I’m at with mine…. I recently bought a 1999 3.8 ford mustang for pretty cheap and have been driving it for the past week with a temporary fuel tank and in-line fuel pump configuration… well today on my break at work I decided to pull her on in and see what I got going on stock fuel pump wise well while doing this I plugged in the snap one Zeus scanner and discovered the vehicle has been manual swapped whatever well after this I went into Mitchell one for the wiring diagram and component connector for the fuel pump. With this being said I discovered that the component connector diagram was incorrect and where it informed me the fuel pump power was actually my 5v reference… with that being said I loaded that with 12 volts and haven’t been able to communicate with the pcm since. First thing I did was check fuses 5v reference at the pcm, powers and grounds all came back normal next thing I did was head on over to the schematic and find possible culprits to the issue… I discovered that perhaps the ccrm was toast as the fan ran consistently but come to find out after this that is common after loss of communication… well I already ran in-line relays to bypass this now I’m leaning towards the fact that I may have shorted a sensor on the 5v reference circuit during this process just unsure where to go if that fails I plan to update what I find

Yes sir that's possible. If the 5 V reference circuit is shorted out, it'll pull the entire system down and it could cause a no start.
