Are you sure you're not confusing the fuel filter with the fuel STRAINER on the pick-up tube of the fuel pump? Usually Most fuel filters are located mid point between the fuel tank and the motor, usually on top of the frame under the vehicle.
My thoughts exactly! I changed the fuel pump and entire fuel pump assembly a few times. When I changed just the fuel pump, I had to take apart the assembly which is where I came across the fuel strainer. Now, I have heard some people call that little piece of fabric a fuel filter as well... I also heard other people tell me that most cars have a fuel filter usually in between the tank and fuel rail... Car in which I changed fuel filter was a 2001 Mitsubishi Eclipse Spyder GS. Same location of fuel pump underneath backseat.
Well, I was afraid that the fuel filter was in a remote inaccessible position, but it isn't. It's inseparable from the easily accessible fuel pump. I don't know which situation is worse.
