I already replaced the o-rings and power steering pump a few months ago and there were no bubbles in the reservoir when I turned the wheel back and forth, so I knew it wasn't an o-ring problem. I replaced the reservoir and the suction hose between the reservoir and pump and it worked! No more noise! Also, what was weird is my old reservoir cap didn't fit the new one so I had to get a new cap as well. Here are the part numbers and prices I paid for each:
Reservoir: 53701S87A01 - $30 off eBay I think I got ripped off, check dealership first.
Reservoir lid/cap: 53697SB3952 - $4 at the Honda Dealership. Its a buck or so cheaper on eBay
Suction hose: 53731S0XA00 - $6 off eBay. I was totally cool with that price (:
