The selection process for Texas All-State Orchestras differs for string and wind auditions. String students audition at the regional level (28 regions) to earn the right to submit a recorded audition for the statewide competition. There is a limit to how many students may record at the regional level for each string instrument. During the second weekend in November, panels are assembled in one large metropolitan area of the state to judge the recordings and to select the students. The top players are assigned to the Symphony Orchestra, the next group to the Philharmonic Orchestra and the final group to the String Orchestra. The evening before the conference, students audition for seating within their respective orchestra. Wind and percussion players are selected from a pool that also determines members of the All-State Bands. These are all live auditions, starting first at the regional level (28 regions), then moving to the area regions (7 areas). The top scoring wind and percussion players in each area are selected for All-State and are auditioned for seating the day before the state conference. The highest ranked wind and percussion players are allowed to choose the ensemble in which they wish to participate. The Texas All-State selection process involves approximately 60,000 students who audition for band, orchestra and choir. About 1.8 percent ultimately are accepted.
Philip Mann, String Orchestra conductor, is hailed by the BBC as a "talent to watch out for, who conveys a mature command of his forces. American conductor Philip Mann is quickly gaining a reputation as an expressively graceful yet passionate artist on three continents." Newly appointed as the Arkansas Symphony Orchestra Music Director, he also serves as the San Diego Symphony's Assistant Conductor and was formerly an American Conducting Fellow, conducting over 150 performances. The winner of the Vienna Philharmonic's Karajan Fellowship at the Salzburg Festival, he has served as cover conductor for the Cleveland Orchestra and as the Schmidt Conducting Fellow of the Indianapolis Symphony Orchestra. Mann has worked with leading artists such as Joshua Bell and given world premieres of major composers, including John Corigliano. He maintains a lively schedule as a guest conductor, having conducted at New York's Avery Fisher Hall and London's Barbican Center. Active in symphonic, operatic, and new music repertories, he has served as Music Director of the Oxford City Opera and Oxford Pro Musica Chamber Orchestra. Trained as a violinist, Mann has appeared as a soloist, concertmaster, and chamber player in the U.S. and abroad. He is the recipient of numerous awards and commendations from several cities and the state of California.
