that is a common reaction, usually during speaking, when a speaker is nervous and they are restricting their diaphragm. It can happen to anyone. The best way to remedy it in the moment is to take a breathe deeply and slowly. you can even do it while you are still talking. the best way to prevent it is to learn how to control your breathing as part of your speaking habits.

Nah, I think PM had the right answer there -- they can‘t access their arguments about propaganda/recruitment without it being public, nor can CG access arguments about diplomacy/the signaling effects causing terrorist groups to preemptively change their structure.
